启动流程

流程说明

• 用户调用setup接口，赋予摄像机相关业务能力，码极客返回成功或失败标识；
• 码极客创建摄像机业务能力成功后，启动内部循环流程：拉流->解码->算法检测->逻辑判断->满足条件->调用告警回调Api输出告警。
